California’s 1115 Waiver: An Opportunity to Move from Coverage to Whole-Person Care

This paper proposes aligning California’s 1115 Medicaid waiver to incentivize “whole-person” care. Instead of focusing exclusively on coverage expansion, the waiver could support counties and providers as they move toward more coordinated, connected, and efficient systems of care. It offers a big-picture vision for California to achieve the Triple Aim, as well as specific recommendations for safety net providers across the state.
