Job Overview

Blue Shield of California Foundation is seeking a Program Officer to join the Foundation’s Program team. As a member of the team, the individual will be responsible for leading and managing a portfolio of grantmaking and program efforts that will advance the Foundation’s goal of building lasting and equitable solutions to make California the healthiest state and end domestic violence. 

The Foundation has organized its work in three initiative areas: 

  • Breaking the Cycle of Domestic Violence: Violence is cyclical, generational, and can be felt over an individual’s lifetime. We’re working to prevent domestic violence through a multigenerational approach.
  • Collaborating for Healthy Communities: We’re working to understand what it takes to implement breakthrough collaborative models that support community health and end multigenerational domestic violence.
  • Designing the Future of Health: How do communities create, experience, and sustain equitable and responsive health solutions? We’re working with our partners to find out how to create population health ecosystems for all.

Principal Duties and Responsibilities 

Strategic Program and Project Management 

  • Proactively identify issues and seek opportunities to advance the Foundation’s mission of making California the healthiest state with the lowest rates of domestic violence.
  • Successfully conceptualize, assess potential needs, manage, and execute programs and projects with clear outcomes.
  • Develop budgets and work plans which outline how investments advance Foundation mission.

External Engagement

  • Develop, manage, and maintain an extensive and diverse network of external relationships to advance the Foundation’s mission.
  • Develop regular, ongoing feedback loops to learn from experiences of others and deepen and broaden the work of the Foundation.
  • Maintain external visibility through thought leadership in written communications (e.g. blogs), social media, meetings/convening, conference presentations, and other public events.

Internal Engagement and Collaboration 

  • Lead cross-functional teams to execute on strategic initiatives and Foundation-wide initiatives. 
  • Work collaboratively with the Executive team, Finance and Operations team, and Public Affairs team. 
  • Participate in staff engagement activities.

Knowledge, Learning, and Evaluation

  • Remain abreat of current research, activities, and trends relevant to the Foundation's strategic initiatives. 
  • Share relevant research and insights as they relate to strategic initiatives with Foundation staff and Board of Trustees. 
  • Develop and oversee evaluation strategies, including management of external evaluators, to inform Foundation learning strategy.


  • Evaluate grants, including proposals, contracts, quarterly reports, and year-end reports. 
  • Manage grants budgets and funding distributions. 
  • Conduct due dilligence on proposals to assess organizational leadership, strategic plans, past performance, and operations and financial results. 
  • Provide technical and strategic support to current and prospective grantees throughout proposal development process. 
  • Prepare written materials or presentations for Board of Trustee meetings. 

Special and Ad Hoc Projects 

  • Complete additional tasks as assigned.  


  • College degree or equivalent experience preferred, with a preference for a degree in public health, public policy, business, or nonprofit administration.
  • A minimum of five years of prior relevant experience with nonprofit organizations, community based or philanthropic organizations, or public institutions.
  • Ability to assess the leadership, fiscal health, and capacity of a nonprofit organization.
  • Exceptional written and oral communication skills. 
  • Exceptional project management skills, including organization and attention to detail.
  • Strong relationship-building skills, including the ability to manage diverse teams and the personal presence to represent the Foundation in diverse forums and organizational relationships.
  • Demonstrated strategic and critical thinking skills.
  • Demonstrated ability to balance multiple complex projects and priorities.
  • Possess a strong sense of professional integrity.
  • Creativity, enthusiasm, and independence; a high degree of initiative; productive and results-oriented.

Physical Requirements  

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork – Activity level: Sedentary, frequency most of work day.
