RocQuel Johnson
Communications Officer
RocQuel Johnson (she/her) is a communications officer who brings extensive experience in facilitating early community engagement centered around difficult conversations. She is the communications leader in Blue Shield of California Foundation’s work to align systems with community priorities. Prior to joining the Foundation, RocQuel was the public affairs branch chief for the California Department of Transportation, Caltrans, Bay Area.
RocQuel is successful in developing direct partnerships, award-winning brand communications, and negotiations and collaborations with elected officials, transportation leaders, and communities. She has led a successful COVID-19 vaccination education and awareness campaign in unincorporated Alameda County and supported new policies centered around equitable Black maternal health.
RocQuel holds a bachelor’s degree in business management and a master's degree in leadership with an emphasis in social justice from Saint Mary's College of California. She currently serves on the boards of Black Maternal Health Innovation Lab and Parent Voices of Oakland.
