Blue Shield of California Foundation names Courtnee Hamity director of evaluation and data strategy
Hamity leverages her expertise to bring the voices of lived experience into the research, learning, and measurement tools that the Foundation uses to advance health equity and prevent domestic violence.
SAN FRANCISCO (April 13, 2026) – Blue Shield of California Foundation today announced the appointment of Courtnee Hamity, Ph.D., as director of evaluation and data strategy. She will lead the Foundation’s approach to learning, measurement, and data-informed strategy across its initiatives to make California the healthiest state and end domestic violence.

She is a leader who understands that evaluation and data are tools for learning, accountability, and better strategy, building alignment as she moves work forward,” said Debbie I. Chang, MPH, president and CEO of Blue Shield of California Foundation. “Her ability to translate research and data into actionable insights strengthens the Foundation’s work and helps ensure that our organization and the field learn from our investments in ways that advance equity, systems change, and impact across California.”
Courtnee brings deep expertise in evaluation, learning, and culturally responsive measurement, with a strong commitment to ensuring that data and evaluation tools reflect the voices and lived experiences of the communities the Foundation serves. For the last six months, she has served as interim director for the evaluation and data strategy team, partnering closely with grantmaking teams and executive leadership to align evaluation efforts with the Foundation’s broader mission and goals.
“I am thrilled to formally step into the role of director of evaluation and data strategy, and I look forward to continuing to advance our shared mission with colleagues across the Foundation,” Hamity said. “I’m especially excited to build on our evaluation and learning efforts, and to continue to engage with communities to drive meaningful change.”
As director, Courtnee will continue to build and refine the Foundation’s evaluation and learning approach and oversee its portfolio of research-related grants. She will play a key role in guiding how the organization measures progress, learns from its work, and applies insights to strengthen outcomes for communities most affected by domestic violence and health inequities.
Courtnee is passionate about developing fair, culturally responsive evaluation methods that integrate both quantitative and qualitative data. Prior to joining Blue Shield of California Foundation, she was a principal consultant at the Center for Evaluation and Analytics at the Kaiser Permanente Care Management Institute, where she partnered with program design and implementation teams to support evaluation and organizational learning. She holds a Ph.D. in health services research and policy from the University of California, Berkeley, a master’s degree in health care management from Yale University, and a bachelor’s degree in health policy from the University of Pennsylvania.
