Karen Ben-Moshe

Policy Program Officer

Karen Ben-Moshe (she/her) is a program officer who provides policy support to the Blue Shield of California Foundation teams working to strengthen economic security and mobility and align systems with community priorities. Her areas of expertise include policy solutions to address the social determinants of health, health equity, and fostering collaboration across sectors. Karen has over 15 years of experience working in public health and policy organizations, most recently working in county government as a health care program manager for the Alameda County ALL IN initiative working to implement a food as medicine model. Prior to that, she worked for the California Health in All Policies Task Force, including as a founding staff member. She has worked at the Planned Parenthood Federation of America, La Clínica de La Raza, Children Now, and the University of California, Berkeley Center for Health Leadership on a range of policies and programmatic areas. She is a coauthor of a number of publications on the Health in All Policies approach.

Karen holds an MPH in health and social behavior from the University of California, Berkeley School of Public Health, a Master of Public Policy from the UC Berkeley Goldman School of Public Policy, and a bachelor’s degree in women’s studies and psychology from Wesleyan University.
