Health Information Exchange Metrics and Evaluation Strategy for California

In partnership with California Health Care Foundation, Blue Shield of California Foundation is supporting the California Department of Healthcare Services in their efforts to focus on development of a measurement approach to identify a common set of metrics for health information exchange organizations to measure and report their activities to increase transparency of data exchange and develop an evaluation strategy to measure progress in data exchange in California.

This report presents a set of measure domains and concepts to measure health information exchange status and progress based on synthesized findings from interviews with executives from California health information exchange organizations and discussions with leadership from the California Department of Healthcare Services.
