Theory of change brief

The scaling of health equity positions within California's local public health jurisdictions emerged over the past several years based on the growing recognition of structural health disparities and the urgent need to strengthen government capacity to address them. The COVID-19 pandemic exposed deep inequities in access, outcomes, and trust in public institutions — particularly among communities with low incomes, communities of color, immigrants, and rural populations.
