Chief Program Director
Theresa Fay-Bustillos is chief program director at Blue Shield of California Foundation. In this role, she leads the program team and is responsible for strategy, design, and management of all Foundation programs and grantmaking initiatives and contributes to organizational learning and measurement.
Prior to joining the Foundation, Theresa was a philanthropic, business, and nonprofit executive as well as an independent consultant for a variety of foundations, corporations, and public organizations focused on civil and human rights, HIV/AIDS prevention, and corporate social sustainability. Most recently, Theresa served as president and CEO of Community Initiatives, a fiscal sponsor of over 100 nonprofit projects and collaborations. She also served as vice president of worldwide community & corporate citizenship at Levi Strauss and Co. and as the executive director of the Levi Strauss Foundation where she led global efforts to address workers’ rights, financial mobility, HIV/AIDS prevention, and environmental sustainability.
Theresa began her career as a civil and human rights lawyer and served as an adjunct law school professor at USC Law School and as an administrative law judge for the State of California. She received her B.A. from the University of California, Berkeley and her law degree from the University of California, Los Angeles.
She is a trustee for The Christensen Fund and has served on the board of Council on Foundations and the Boston College Center for Corporate Citizenship. She was selected as “One of the Most Influential Women in San Francisco” by the San Francisco Business Times and has been recognized in public resolutions made by the City of Los Angeles and California State Senate.
